帰国した子どもおよび外国人の子どものための教育相談

外国から帰国して区立小学校・中学校に編入するお子さん、および外国人のお子さんを対象に、「帰国・外国人教育相談室」で入学時の相談や進学相談などを行っています。

「帰国・外国人教育相談室」は梅丘中学校内にあります。相談室では、電話や来室によるさまざまな相談にも応じています。要望があれば、まず相談室にご連絡下さい。お電話では日本語のみの対応になりますので、日本語以外での電話対応をご希望であれば通訳をご準備いただいて、お電話下さい。

帰国・外国人教育相談室がやっていること

相談室の指導を受けることができるのは世田谷区立小・中学校に在籍している児童・生徒です。

学校・担任の先生を通して相談室へ申し込みます。

日本語がまったく話せないお子さんは「初期指導」を、日本語が少し分かるお子さんは「訪問面接」を行います。

日本語の習得が不十分で、継続して指導が必要だと判断されたお子さんには、「訪問指導」や「通級指導」を行います。主に「帰国・外国人教育相談室」の相談員が指導します。指導内容、指導方法、指導期間等については、検討しながらすすめます。「訪問指導」や「通級指導」を実施し、さらに指導が必要だと判断した場合には、「補習教室」で指導します。

なお、聞く、話す、読む、書くということがおよそ出来るお子さんには、「訪問指導」や「通級指導」はせず、「補習教室」で指導します。

初期指導

帰国・来日したばかりで日本語が話せない児童・生徒のために、学校からの申請により、補助員の派遣をします。補助員は、児童・生徒の在籍校で、日本語の個別指導にあたります。

派遣時間

• 小学生…1人につき36時間まで
• 中学生…1人につき40時間まで

（1時間は学校の単位時間）

訪問面接

日本語のレベルをチェックするために、相談員が学校に出向いて面接を行います。

訪問指導

対象：小学生（在籍校での指導）

日本語が少し分かる児童に対して、指導者が在籍している学校に出向いて行います。

1回1時間程度、学校で個別指導を行います。

通級指導

対象：中学生

日本語が少し分かる生徒に対して梅丘中学校内の「帰国・外国人教育相談室」で指導を行います。

中学校の授業から離れて、相談室の教室で個別に行います。

補習教室

梅丘中学校の教室を使用して、少人数のグループで行います。

土曜教室

日本語指導を中心とした小・中学生対象の日本語教室と、教科補習のための教室です。

少人数のグループ指導になります。

時間：午後2時30分～4時30分

小学生は、梅丘中学校まで、保護者の方の送迎が必要です。

・日本語がだいたい分かる児童・生徒を対象とした、日本語指導や在籍校で学ぶ教科の補習と支援。

・日本語を使う機会が少なかった児童・生徒に対する、母語としての日本語の回復をめざすための補習。

・学校生活にうまく適応できないと不安を感じている児童・生徒への日本語指導・教科指導を通してのカウンセリング。　　　　

水曜教室

中学生を対象とした、日本語指導や教科補習のための教室です。

少人数のグループ指導になります。

時間：午後5時～7時

・海外と日本の学校との違いにより、学習活動（日本語等）に不安や支障を感じている生徒のための補習。

・日本語を使う機会が少なかった生徒に対する、母語としての日本語の回復をめざすための補習。

・学校生活にうまく適応できないと不安を感じている生徒への日本語指導・教科指導を通してのカウンセリング。

通訳派遣

学校から保護者への連絡や説明、保護者会等で通訳が必要な場合に、通訳を派遣します。

About the Foreign Resident/Repatriation Counseling Office

Consultation about education for children repatriating from overseas and children of foreign residents

Setagaya City offers consultation services for children repatriating from overseas who are transferring to a municipal elementary or junior high school and children of foreign residents who are entering a municipal elementary or junior high school, as well as guidance for children who wish to pursue higher education.

The remedial classes offered include counseling on concerns related to school life and studies

Eligibility: Repatriating children and children of foreign residents enrolled in a Setagaya municipal elementary or junior high school who wish to take remedial classes. You can apply through the school your child attends or through your child’s homeroom teacher.

Number of remedial classes per year: About twenty-five

1. Wednesday Remedial Class Division
   The Wednesday remedial class offers the services noted below for junior high school students needing help with their studies:
   •  Classes for children who are worried about or lack confidence in their studies due to the differences between schools overseas and schools in Japan
   •  Classes for children who have had little opportunity to use their Japanese, so that they can use Japanese as their mother tongue
   •  Counseling through course instruction for students having difficulty adjusting to school life in Japan
2. Saturday Japanese-Language Class Division
   Includes Japanese-language classes for elementary and junior high school students, and classes in other subjects for elementary school students.
   • Introductory Japanese-language classes for children who have just come to Japan and have difficulty with the Japanese language
   • The class facilitates smooth transition to classroom studies through instruction in the Japanese language for children having difficulty in their studies and/or school life due to difficulty with the language
   • Counseling through course instruction for students having difficulty adjusting to school life in Japan

Notes:

1. Remedial classes are conducted at Umegaoka Junior High School.
2. There are other individualized courses—such as remedial classes conducted at the counseling office for junior high school students—as well as classes for elementary school children taught by visiting counseling office/support schoolteachers.

How to apply

Although the counseling office offers direct telephone consultation services, the school your child attends or your child’s homeroom teacher will handle the application procedure. Parents/guardians should apply through their child’s school or homeroom teacher.
